Hartford, Conn. Police Make 19 Arrests After Phish Show

Early Monday morning (12/14) after a Phish show, police in Hartford, Conn., arrested or cited 19 people from a group that had gathered outside the Hartford Civic Center, the third time in four months that Hartford police clashed with a concert crowd. Charges ranged from inciting to riot to underage drinking.

Police, who had dispatched a crowd-control unit that included undercover officers, said that they found about 300 people in a Civic Center parking lot drinking alcohol and loitering at about 1 a.m. When police told the crowd to move, some people shouted profanities at police and others tried to keep officers from making arrests, according to police reports and the Hartford Courant.

The most serious charges--inciting to riot, interfering with police, marijuana possession and possession of drug paraphernalia--were filed against a 24-year-old Moscow, Penn., man. He remained jailed Tuesday morning in lieu of $50,000 bail.

Seven people were charged with possession of marijuana, two were charged with criminal mischief and interfering with police, one was charged with inciting a riot and interfering with police, one with inciting a riot and possession of LSD, one with interfering with police and breach of peace, and one with criminal mischief. All paid fines and were released. Breach of peace charges against two people were dismissed. Most of those charged were in their 20s and very few were from the Hartford area.

According to the Courant, the incidents following the Phish concert didn't approach the seriousness of those that took place in the city earlier this year.

In August, Hartford police used rubber bullets, beanbag rounds and pepper spray to put down a riot outside a Dave Matthews Band concert at the Meadows Music Theatre. The venue has since enacted a rule that restricts parking in its lots surrounding the amphitheater to ticket-holders

A month later, officers used pepper spray on an group of fans that police said became unruly at a free hip-hop concert featuring Ja Rule .

Two shows at the tail end of Phish's fall tour also resulted in multiple arrests. In October, police in Normal, Ill., arrested 13 people outside a Phish concert at an Illinois State University arena. The charges included drug dealing, assaulting police officers and resisting arrest. Three nights earlier, law enforcement agencies in Ames, Iowa arrested 26 people outside a Phish concert at Iowa State University's Hilton Coliseum, mostly on drug possession charges.
